Oops, shoulda answered this a long time ago. Yes. HOWEVER….
Tourists need to quarantine themselves for about 7 days at their hotel and aren't permitted to use public transportation. Additionally, tourists aren't allowed to do anything that doesn't involve a tour guide / group with a set itinerary.
If traveling from the US, you can visit Japan under the condition that you have been in the US for at least 14 days, have valid visa, you need a guided package tour, need to take a covid test and be negative within 72hrs of departure and traveler's health insurance is a requirement. If you are coming from another country and enter from the US, you must provide vaccine certificate and meet other requirements. Not all countries are permitted.
I know, it's pretty weird considering most countries don't seem to have any restrictions anymore but it is what it is. Hopefully we'll get to see these restrictions go away by fall and people can visit Japan like normal again.
I think that you also need to meet a vaccine requirement to travel outside of the US if I'm not mistaken? It's such a bad time to go to Japan it looks like…
